The Football Association was fined £84,560 for “the lack of order and discipline inside and around the stadium”. Families of England players had to flee from ticketless yobs who infiltrated their way inside Wembley.
Others were victims of attempted ticket thefts and lawless queues at various entrance points.
It is thought as many as 5,000 fans without tickets entered the ground to see England lose on penalties to Italy.
Police said post-match there had been 51 arrests connected to the final ‑ 26 of those were while policing events in Wembley, with 25 following events in central London.
Uefa also imposed a ban for a second game on England, which is suspended for two years.
