The Dutchman twice used the undercut to make up places after his pit-stops to take his 28th career victory.
Lewis Hamilton and George Russell replicated their results from Paul Ricard last week with second and third.
Charles Leclerc had led the race until Lap 41 of 70, but another questionable strategy call from Ferrari left him out on ineffectual Hard compound tyres, and the Monegasque ended a disappointing sixth.
