Did Verstappen deserve double penalty for incidents with Norris?

For the second successive weekend, Max Verstappen and Lando Norris clashed during a grand prix.

In the United States GP seven days ago, it was Norris who was handed a five-second time penalty for overtaking Verstappen off track and opting not to hand back the position, which was third at the time.

Fast forward, and on this occasion, it was the three-time F1 champion who was heavily penalised by the Mexico City GP stewards as the duo went wheel-to-wheel on lap 10.

Verstappen was initially handed a 10-second penalty for forcing Norris off track at Turn 4 as the McLaren driver attempted a pass around the outside.

Moments later, the duo were at it again, with Verstappen taking a further 10-second penalty for leaving the track and gaining an advantage as he again forced Norris off track but did not hand back position.
